Extract Planning applications made to councils get compared against historic maps and other key policy documents that can be difficult to access. Important information is often stored on handwritten paper notes, microfiche or is locked away in PDF documents. Without it residents and developers struggle to understand what they can build or what home improvements are allowed in their area before making their applications. As a result, estimates suggest 250,000 hours are spent by planning officers each year manually checking documents and a third of applications submitted annually get rejected. New digital software can help to streamline the planning application process. Government backed, open-source tools such as PlanX are being used live in councils to help the public to better understand what information to submit with their applications, reducing time to validate a pre-application from 6.5 days to 1.3 days in Doncaster Council, and reducing incoming calls to planning helplines by 60% in Camden, saving 21 hours per month. However, local planning authorities face a significant data barrier when trying to adopt this software because it requires data in modern formats to function effectively. Armed with the right data and software, councils will serve the public more quickly, transparently and predictably to process more applications and permit more home improvements.Extract drastically reduces the effort required of local councils to become digitally mature by automating the conversion of PDF planning constraints into modern, usable data. -

This underscores the pressing need for proficient and streamlined data management. Data has proven to be a crucial tool in addressing complex societal challenges on a global scale. However, the challenge of producing and openly disseminating data that are easily discoverable, accessible, interoperable, and reusable (FAIR) has emerged as a significant concern for policymakers. The potential for data to be repurposed for advancing scientific research and innovation across different disciplines is contingent on its willingness to be shared. This paper employs a systematic literature review to investigate the motivating factors, advantages, and obstacles associated with open data sharing. Giraph Giraph builds upon the graph-oriented nature of Pregel but additionally adds fault-tolerance to the coordinator process with the use of ZooKeeper as its centralized coordination service. Giraph follows the bulk-synchronous parallel model relative to graphs where vertices can send messages to other vertices during a given superstep. Checkpoints are initiated by the Giraph infrastructure at user-defined intervals and are used for automatic application restarts when any worker in the application fails. Any worker in the application can act as the application coordinator and one will automatically take over if the current application coordinator fails. -

A Survey on Link Prediction Models for Social Network Data Link prediction for social network data is a fundamental data mining task in various application domains, including social network analysis, information retrieval, recommendation systems, record linkage, marketing and bioinformatics. There are a variety of techniques for the link prediction problem, ranging from graph theory, metric learning, statistical relational learning to matrix factorization and probabilistic graphical models. In this survey, we organize the sparse related literature into a structured presentation and summarize the recent research works on the link prediction task. We categorize the current link prediction methods into three classes: the node-wise similarity based methods try to seek an appropriate distance measurement for two objects; the topological pattern based methods focus on exploiting either local or global patterns that could well describing the network; probabilistic model based methods try to learn a compact model that could abstracting the social network best. We will first review these methods, from detailed approaches to the evolution of the ideas, and then comment on their relative strengths and weaknesses. Analysing Dependency Dynamics in Web Data Modern web sites provide easy access to large amounts of data via open application programming interfaces. Users interacting with these sites constantly change the underlying data sets, which can be represented in graph-structured form. Nodes in these dynamic graph structures exhibit dependencies over time (for example, one node changes before other nodes change in the same way). Analysing these dependencies is crucial for understanding and predicting the dynamics inherent to temporally changing graph structures on the web. When the graphs become large however, it is not feasible to take into account all properties of the graph and in general it is unclear how to choose the appropriate features. Moreover, comparing two nodes becomes difficult, if the nodes do not share exactly the same features. In this work we propose an algorithm that automatically learns the features that govern temporal dependencies between nodes in large dynamic graph structures. We present preliminary results of applying the algorithm to data collected from the web, discuss potential extensions of the framework and anticipate how a major problem in machine learning, sparse data, could be tackled by leveraging Linked Data. del.icio.us visualization In a paper entitled "Visualizing Social Bookmarks", Joris Klerkx and Erik Duval describe how it's often hard in most social bookmarking tools to discover implicit structures between tags, users and bookmarks. This is mostly due to the flat nature of tags, and an intrinsic trait of folksonomy in opposition to traditional hierarchical structures. In an effort to solve this problem, the authors designed a system that "attempts to visualize these structures, so that end users can explore the social bookmarks in a playful, efficient and flexible way." In this work, a cluster map visualization application is customized to enable users to explore social bookmarks in the del.icio.us system. Thus it reflects experience and typical user behavior and may be processed by a computer in order to provide proactive and adaptive information support or allows personalized semantic search. The Semantic Desktop is build on a middle ware platform allowing to combine information and native applications like the file-system, Mozilla, Thunderbird or MS-Outlook. In this talk I will show how machine learning techniques may be used to support the generation of a PIMO. I will further introduce the main concepts, components, and functionalities of the Semantic Desktop, and give examples which show how the Semantic Desktop may become reality. Google Video
